ConferinÈa reuneÈte cercetÄtori, arhitecÈi, activiÈti, curatori Èi artiÈti din Republica Moldova, Ucraina, Armenia, Georgia, Macedonia, Albania, Polonia Èi Ungaria, care sunt preocupaÅi de studierea spaÈiilor publice Èi problemele legate de definirea Åi configurarea acestora Ãn perioada post-socialistÄ. Ãn cadrul conferinÈei vor fi abordate probleme ce Èin de degradarea spaÈiilor publice existente, privatizarea infrastructurii cultural-istorice Åi sportive, a spaÈiilor verzi Èi a altor proprietÄÈi publice, utilizarea spaÈiilor publice Èi transformarea lor prin activitÄÈi de profit. De asemenea, Ãn cadrul discuÅiilor vor fi abordate un Åir de fenomene sociale ca excluziunea unor grupuri sociale (minoritÄÈi religioase, persoane cu dizabilitÄÈi, persoane cu orientare sexualÄ netradiÈionalÄ, grupuri social-vulnerabile etc.) de la utilizarea spaÈiilor publice, practici coruptibile Èi lipsa transparenÈei Ãn procesul de privatizare Èi administrare a proprietÄÈii publice etc. ExperÅii naÅionali Åi internaÅionali vor avea posibilitate sÄ prezinte studii de caz, Ãn care societatea civilÄ Åi grupurile de cetÄÈeni s-au mobilizat Èi au Ãncercat sÄ se opunÄ proceselor de deturnare a spaÅiilor publice, Åi au reuÅit sÄ mobilizeze societatea pentru luarea de atitudine civicÄ. [4] PROGRAM 17 SEPTEMBRIE 2013 13:00-15:00 SESIUNEA 1: POILITICI URBANE ÈTEFAN RUSU, DUÈANBE/CHIÈINÄU curator, editor, artist visual, producÄtor de film, Centrul pentru ArtÄ ContemporanÄ, Chisinau, [KSA:K], Ãn prezent activeazÄ la DuÈanbe Art Ground, Tadjikistan _POLITICA URBANÄ NEO-LIBERALÄ DIN SPATELE BULEVARDULUI D. CANTEMIR ÈI TRANSFORMAREA SPAÈIULUI PUBLIC DIN CHIÈINÄU._ De ce trebuie sÄ implementÄm astÄzi planuri urbanistice âexpirateâ, vechi de 60-70 de ani? AceastÄ contribuÈie va analiza politicile de planificare urbanÄ din ChiÈinÄu implementate de administraÈia neo-liberalÄ oraÈului dupÄ 1992 Èi impactul politicilor de privatizare ale sferei publice. Un alt aspect important este expunerea tendinÈelor de gentrificare din contextul politicilor neo-liberale din ultimul deceniu Èi impactul pe care acestea l-au avut asupra centrului oraÈului. Care ar putea fi alternativa la Bulevardul D. Cantemir? Definirea unui plan de acÈiune preliminar adresat activiÈtilor societÄÈii civile pentru apÄrarea Èi protejarea zonei vechi a oraÈului Èi a locuitorilor acestuia. VITALIE SPRÃNCEANÄ, CHIÈINÄU Sociolog, activist, George Mason University _(MICRO)REVENDICAREA SPAÈIULUI PUBLIC DIN CHIÈINÄU_ Ãn ChiÈinÄu Èi Ãn alte pÄrÈi, cetÄÈenii se auto-performeazÄ uneori, adesea ilegal, pin gesturi de privatizare / control / comercializare / apropriere a spaÈiilor publice. Practici cum ar fi: parcajul ilegal Ãn parcuri / pe trotuare, aproprierea bÄncilor din parcurile publice pentru a comercializa marfÄ etc. reprezintÄ o imagine obiÈnuitÄ pentru ChiÈinÄu. Ãn acelaÈi timp, la acelaÈi micro-nivel, am vÄzut Ãn ChiÈinÄu cum s-au conturat practici interesante de revendicare a spaÈiului public fÄrÄ ajutorul statului. Acestea sunt cÃteva din acÈiunile artistice care au scopul de a nega accesul maÈinilor Ãn zone specifice â Strada BucureÈti nr. 68, STOP HAMÈi altele. Aceste practici au, de asemenea, efectul de a reprezenta un cadru ne-statal de acÈiune politicÄ, o scenÄ publicÄ pe care problema cetÄÈeniei Èi a participÄrii politice este perpetuu renegociatÄ. Ãn ultimii 5 ani, oraÈul Erevan a trecut prin transformÄri interesante Èi intense Ãn ceea ce priveÈte noile grupuri sociale emergente Èi noile discursuri publice cu privire la protejarea, funcÈia Èi noÈiunea Ãn sine de spaÈii publice Èi terenuri urbane. Am analizat douÄ forme diferite de lecturi publice, ambele de pe strÄzile oraÈului Tbilisi, atÃt din perspectiva âeducatoruluiâ, cÃt Èi din cea a spectatorului Èi am analizat relaÈia de putere care acÈioneazÄ Ãn ambele cazuri. La o evaluare scurtÄ, am analizat variabilele cheie cum ar fi accesibilitatea, includerea, motivaÈia politicÄ, impactul pe termen lung, chestionÃnd afirmaÈia cÄ universitÄÈile deschise tuturor, academiile stradale Èi altele asemenea sunt vehicule suplimentare importante, mai ales Ãn spaÈiul post-sovietic, Ãn care educaÈia formalÄ a rÄmas Ãn urmÄ din mai multe puncte de vedere. Ne propunem sÄ abordÄm problema fricii, a violenÈei gender Èi sÄ sugerÄm instrumente practice cu ajutorul cÄrora putem face spaÈiul urban mai sigur pentru femei. LEVAN ASABASHVILI, TBILISI Arhitect, activist, Urban Reactor _LUPTA PENTRU ADÄPOST ÃNTR-O CLÄDIRE PUBLICÄ ABANDONATÄ DIN TBILISI_ Una din cele mai recente probleme cu care se confruntÄ societatea georgianÄ este aceea a spaÈiului public Èi a bunurilor publice. AceastÄ lucrare va analiza conflictul dintre oamenii fÄrÄ adÄpost Èi sectorul public Èi privat. Ãn octombrie 2012, cÃnd puterea s-a schimbat la guvernare, oamenii fÄrÄ adÄpost au ocupat mai multe clÄdiri publice abandonate Èi o clÄdire privatÄ. DeÈi experienÈa rezistenÈei publice este foarte limitatÄ la noi, prin studii comparative ale acestui caz cu alte miÈcÄri similare Èi prin analiza problemelor ideologice Èi a altor aspecte, lucrarea aceasta va Ãncerca sÄ discute instrumentele tactice, cÃt Èi potenÈialul strategic mai vast al unor asemenea miÈcÄri reduse Èi legÄtura dintre acestea Èi activismul politic de stÃnga. LEVENTE POLYAK, BUDAPESTA Centrul Maghiar de ArhitecturÄ ContemporanÄ _BUDAPESTA CIVICÄ: ACTIVISM, POLITICÄ ÈI COMERCIALIZARE ÃNTR-UN ORAÈ POST-SOCIALIST_ Starea de incompletitudine a tranziÈiei democratice a Ungariei este vizibilÄ mai ales Ãn oraÈe, unde inegalitÄÈile devin Ãnscrise Ãn spaÈiul urban. Ãn ultimii ani, cÃteva iniÈiative noi au apÄrut Ãn Budapesta Èi au Ãncercat sÄ creeze diferite platforme pentru supravegherea transformÄrilor urbane. Ãn atenÈia acestor miÈcÄri au intrat mai ales procesele de demolare, problema locativÄ, spaÈiile vacante Èi dispariÈia spaÈiilor publice. Ãn cadrul prezentÄrii mele voi prezenta cÃteva studii de caz Ãn care aceste noi miÈcÄri sociale ÃÈi apÄrÄ dreptul de a participa la procesul de regenerare urbanÄ. [6] 17:00-18:30 SESIUNEA 3: PARTICIPARE, COOPERARE ÈI ORGANIZARE SAIMIR KRISTO, TIRANA Co-Plan Institut pentru Dezvoltarea Habitatului, Tirana _TRANSFORMAREA PEISAJULUI URBAN PRIN CONTRIBUÈIE SOCIALÄ ÈI PLANIFICARE URBANÄ PARTICIPATIVÄ_ Contextul meta-tranziÈional al Albaniei prezintÄ cazul unui peisaj urban care poate fi caracterizat drept incubator pentru dezvoltarea privatÄ. Au existat Ãn ÈarÄ cazuri de succes, Ãn ultimii 15 ani, de mici programe pilot care au beneficiat de pe urma puterii private Èi care le-au transformat Ãn mecanisme ce pot veni Ãn folosul interesului public. Cazuri de Co-Plan Ãn intervenÈii publice Èi planuri urbane de reglementare ale Fier, Bathore Èi Kamza etc. Cazurile Zagori, Burrel, Kruma Èi Bajram Curri din Albania vor fi prezentate pentru a arÄta cum, prin programe participative de cercetare publicÄ, putem deriva o abordare a peisajului urban pentru ÃnfrumuseÈarea Èi comodificarea spaÈiilor publice. Lansarea ideilor de mai sus Ãn calitatea de contribuÈii sociale pentru comunitate de cÄtre Universitatea Polis University Èi Co-Plan pentru a Ãmbina elementele mai sus prezentate poate fi utilizatÄ pentru a elabora, implementa Èi gestiona acest Ãntreg proces. The conference gathers scholars, architects, activists, curators and artists from Moldova, Ukraine, Armenia, Georgia, Macedonia, Albania,Poland and Hungary that study or are active in the field of public space
and the problems related to the administration and reconfiguration of public spaces in the post-socialist period. The presentations will explore topics such as: urban development and urban planning, beautification, degradation and commoditization of public spaces, social movements reclaiming and defending public spaces, inclusion and exclusion in public spaces of various social groups (religious minorities, people with disabilities, sexual minorities, the poor), the politics of public spaces in post-socialism, corruption and lack of transparency in the process of privatization and administration of public property, symbolic/religious appropriation of public spaces. Activists from Chisinau and the region will present cases in which the civil society, social movement or other groups of citizens have mobilized to oppose these practices, to redefine the concept of citizenship, civic identity and participation. This contribution will analyze urban planning policies in the city of Chisinau implemented by the neo-liberal administration of the city after 92, and the impact of privatization policies on the public sphere. The other important aspect is revealing gentrification tendencies in the context of neo-liberal politics in the last decade and its impact on city center. What could be an alternativeto D. Cantemir Blvd? Defining a preliminary action plan addressed to the civil society activists in order to defend and protect old town area and
its inhabitants. VITALIE SPRÃNCEANÄ, CHISINAU Sociologist, activist, George Mason University _(MICRO)CLAIMING THE PUBLIC SPACE IN CHISINAU._ In Chisinau as everywhere sometimes citizens are performing themselves, often illegally, acts of privatization/controlling/commercialization/appropriation of public spaces. Practices such as: illegal parking in the parks/on the sidewalks, appropriating benches in public parks in order to sell stuff etc represent a common view in Chisinau. At the same time, at the same micro-level, we have seen in Chisinau the emergence of interesting practices of citizens trying to reclaim the public space without the help of the state. Such are some artistic actions that intend to deny the access of cars to specific places â Bucuresti 68, Stop Ham andothers. These practices have also the effect of constituting a non-state site of political action, a public stage where the issues of citizenship
and political participation are being constantly renegotiated. IGOR TYSHCHENKO, KIEV Researcher, Centre for Society Research from Kyiv _URBAN RENEWAL, AUTOMOBILE-ORIENTED DEVELOPMENT, AND THE PROBLEM OF EXCLUSION: CASE OF KYIV_ The power discourses of urban renewal and transport infrastructure development appear to cover up increasingly stronger processes of extensive commercialization, rigid automobilization, and loss of public spaces in contemporary Kyiv. The main problem that this presentation emphasizes is the exclusion of the vulnerable groups of users of public spaces â people with limited mobility, homeless people, parents withchildren, and cyclists in the process of urban renewal. We would discuss
both the general perspective on the problem and the particular cases of defending the public right to access. Within the past 5 years Yerevan has been experiencing quite interesting and intensive developments in terms of emerging new social groups and new public discourses around the protection, function and very notion of public spaces in the urban terrain. [12] 3:30-5 PM SESSION 2: INCLUSION AND EXCLUSION IN THE PUBLIC SPACES MIKHEIL SVANIDZE, TBILISI Researcher, Ilia State University _INFORMAL PUBLIC EDUCATION IN GEORGIA â A CAUTIONS LOOK AT TWO CASES_ In this paper I look at a couple instances of education not directly tied to the educational institutions (public or private), that are, theoretically, the places where one gets public education â free and accessible for all. I analyzed two different forms of series of public lectures, both in the streets of Tbilisi, from both âlecturerâ andthe spectator point of view and looked at the power-relationship at work
in both cases. In a short survey, I looked at key variables such as accessibility, outreach, political motivation, long-term impact,investigating the claim that free-for-all universities, street academies
and the like are important supplementary educational vehicles, especially in the post-soviet space where formal education lags far behind on a range of levels. There is a number of ways to understand what gender divisions means if we apply it to space. Weâd like to discuss the question of fear, gender violence and suggest practical ways of personal empowerment and making urban space more secure for women. LEVAN ASABASHVILI, TBILISI Architect, activist, Urban Reactor _THE STRUGGLE FOR SHELTER IN UNUSED STATE OWNED BUILDINGS IN TBILISI_ One of the new issues that Georgian society faces is the problem ofpublic space and public amenities. This paper will take a closer look to
the conflict which arose between homeless people and the state and private sector. In October 2012, when ruling power was changed, the homeless occupied several state owned and one private, underused buildings. Although the experience of public resistance is very poor in our context, with comparative study of this case with other related movements, examination of the ideological issues involved and otherdetails, the text will try to analyze tactical tools as well as broader,
strategic meaning and potentials of such small movements and their relation to the leftist political activism. LEVENTE POLYAK, BUDAPEST Hungarian Contemporary Centre _CIVIL BUDAPEST: ACTIVISM, POLITICS AND COMMERCIALIZATION IN A POST-SOCIALIST CITY_ The incompleteness of the democratic transition of Hungary is most striking in the conflicts unfolding in cities, where growing inequalities are manifestly inscribed in the urban space. In recentyears, a number of new initiatives in Budapest emerged to create various
platforms for public oversight of urban transformation, focusing in particular on processes of demolition, housing, vacant properties and the disappearance of public spaces. In the presentation I propose to outline a few case studies characteristic of the procedures in which grassroots organisations announce their right to participate in urban regeneration. There have been successful cases the last 15 years in the country of small pilot programs that were taking advantage of theprivate power and were turning it into a mechanism that also could serve in the public interest. Cases of Co-Plan in the public interventions and
urban regulatory plans of Fier, Bathore and Kamza, etc. Cases of Zagori, Burrel, Kruma and Bajram Curri in Albania will be presented in order to show how through public participatory research programs we can derive in an urban and landscape approach in order to beautificate and commoditizate public spaces. Initiating from the above ideas as social contribution for the community by Polis University and Co-Plan in order to combine the above described elements so they can be used in order to draft, implement, and manage the whole process. Science _RESHAPING PUBLIC SPACES: NEW FORMS OF CIVIC IDENTITY IN POST-SOVIET YEREVAN_ Discourse of public spaces and new forms of civic identity became very actual in post-soviet Yerevan in recent years (âSave Moscow cinemaâs open-air hallâ (2010), âSave Mashtocâ parkâ (2012). These movements not only have sprang a debate in the public sphere about the public space and the civic identity â being a citizen, solidarity,antihomophobia, civic participation based on Constitution, but they also
inspired other groups of citizens to be active. Such is the new protest movement âWe pay 100 dram/ vchâarum enq 100 dramâ, against the city hall decision to make prices for public transport from 100 to 150 amd. The social movement started under the slogan âpay 100 dramâunexpectedly motivated most of citizens to get organized together and do
solidarity activity, be in tolerance. JOANNA ERBEL, WARSAW Researcher, activist _Between contestation and cooperation. Urban activistsâ strategies in contemporary Poland_ For the last few years we envisage growing activity of Polish urban movements. In my presentation I will show the dynamic of development of Polish urban movements â from local mobilization to creating a countrywide network â Urban Movements Congress. I will talk as well about successes of the movement and new type of cooperation with citiesâ authorities where there is both place for contestation and protest as well as for cooperation. I will focus on such examples as struggle for public space, attempts toimplement participatory budget (first in Sopot than in other cities) and
mode of its implementing, fight for changing transport priority and acknowledging presence of bicycle and other local type of activities. I will talk as about the role of art, especially of art in public spaces in stimulating some of these processes. In the course of the last two decades many spaces of public use have been demolished, abandoned, some of them privatized or converted to commercial spaces. Having as background these dominating processes, newinitiatives that claim the right to use the city in a different way make
themselves more and more visible. Artists, architects, researchers proposed themselves to create new public spaces through cultural action that would respond to the needs of the local community. They are making use of the city as a studio and space where to meet and interact with the publics. BETTINA KOLB, VIENNA Sociologist HEIDI DUMREICHER, VIENNA Director, Oikodrom, The Vienna Institute for Urban Sustainability _ARTS INTERVENTIONS FOR A LIVELY PUBLIC SPACE_ Within the transformation of public space, arts interventions which appropriate urban place constitute occasions which create a lively public space, where societal coherence as well as individual meaningfulness is expressed. For the public space, the theory of the emotional co-ownership â the question who holds and owns the public space â and the concept of the city as a stage contributes to analyze public space.
