C R I S I S W E B N E W S Monday August 9, 1999 ICG SOUTH BALKANS ------------------------- ICG's latest report, "The Policing Gap: Law and Order in the New Kosovo" (6 August) examines the issue of law and order in Kosovo, a natural priority in a society so recently subject to fundamental upheaval.
