Carrot and Stick

Clinton concluded the meeting of NATO with a promise of help ($$$) 
and protection (tomahawks) to Yugoslavia's neighbouring countries 
(Albania, Macedonia, Bulgaria, Romania, Croatia, Bosnia and 
Slovenia). Hungary is not mentioned, because Hungary is already a 
NATO country, therefore protected. Slovenia, on the other hand, is 
mentioned, although it does not have a border with Yugoslavia. Well, 
Americans were always sloppy with geography. The help is offered in 
case Yugoslavia attacks, although Yugoslavia didn't show such 
intentions (yet). So, this is just a veiled threat against Milosevic 
- should he dare to export the war over the border, his country will 
be dismembered by his willing neighbors.

Coincidentally, IMF offered to start bailing out countries before 
they go belly up, like in the case of last year's Far East crisis, 
or, what was not said, like in the case of former Yugoslavia, which 
was basically pushed over the edge and into an abyss of war and 
destruction with full IMF compliance.

Television

Milosevic is losing his primary weapon: the television that he used 
to create a population of willing executioners. With no TV feed the 
morale may go bust, NATO bets. Then there is the destruction of roads 
and bridges (the third bridge in Novi Sad is now destroyed) and oil 
refineries, which is meant to halt the machinery. In any case the 
NATO bombing will ultimately make Serbia vulnerable to almost any 
kind of ground attack.

It is more interesting, however, to examine the role of the Western 
media. It is expected and proven that Serbian television is 
Milosevic's propaganda tool. But for western TV stations it is said 
that they are objective and non-partisan information channeling 
sources. Not so. CNN removed from its site the story about US and UK 
intelligence having planted locators (people holding small beacon 
devices) in Kosovo and Serbia, which appeared in Glasgow Herald, 
almost as soon as it appeared. CNN continued to repeat every half an 
hour (Headline News), following the master Goebels constant of 
producing the truth, that International Red Cross would go to Serbia 
and Kosovo to see the three American POWs and to see the intrernally 
displaced refugees starving and dying of cholera on Kosovo, but that 
they have to be let in by Milosevic, despite the IRC goes in the war 
zones customarily without approval of the warring sides and, more 
eyebrow-raising, despite Milosevic said in the interview to CBS that 
IRC is allowed to do so. Or maybe CBS is also Serbian propaganda 
outlet. CNN started to behave like Serbian TV - it created the truth 
that serves its programming purposes and now it denies any news that 
does not fit that truth. Things said to competing American networks 
are not true - only what is said to CNN merits as true.
