FOR ART, SCIENCE AND TECHNOLOGY

PROGRAM GUIDE


MANDATE

Established in the spring of 1997 through an endowment provided by Daniel
Langlois, The Daniel Langlois Foundation for Art, Science, and Technology
is a private charitable foundation whose scope of activity is international.

The purpose of the Foundation is to further artistic and scientific
knowledge by fostering the meeting of art and science in the field of
technologies. The Foundation seeks to nurture a critical awareness of
technology's implications for human beings and their natural and cultural
environment, and to promote the exploration of an aesthetics suited to new
human environments.



OBJECTIVES

The Foundation's mission is :

- to promote contemporary artistic practices that use digital technologies
to express aesthetic and critical forms of discourse;

- to encourage interdisciplinary research and, in general, to sustain the
development of projects calling for co-operation between people from a
variety of fields, such as artists, scientists, and technologists or
engineers.



1. RESIDENCY AND COMMISSIONING OF WORKS OF ART PROGRAM

The Foundation encourages projects that enable high-level artists or
scientists to reside in centres where they have access to equipment and
facilitates allowing them to develop their projects and further their
research.

The Foundation may also support the commissioning of works of art by major
institutions such as museums, educational institutions, and organisations
active in dance, theatre, music or media arts.



2. EXHIBITION, DISTRIBUTION AND PERFORMANCE PROGRAM

The Foundation encourages projects designed to exhibit, distribute or
perform technological works using art galleries, museum institutions,
theatres and other public spaces, or digital telecommunications systems.

The Foundation emphasises the development of innovative exhibition,
distribution and performance projects, as well as research focusing on
issues relevant to the technological arts in the context of today's digital
culture and media-dominated societies.



3. PROGRAM FOR ORGANISATION FROM EMERGING COUNTRIES

The Foundation encourages projects from organisations active in the
Foundation's priority regions outside Western Europe and North America.
Generally speaking, the Foundation supports projects allowing artists or
scholars who are not European or North American to immerse themselves in
technological contexts that are non-existent or difficult to access in
their own country, in order to promote the integration of knowledge and
practices specific to different cultures.

The Foundation may also support research projects that combine the
traditional artistic practices of certain cultures with advanced
technology, or that explore methods and processes based on the unique
aesthetic principles of certain cultures.



4. CONSERVATION AND PRESERVATION OF MEDIA WORKS PROGRAM

The Foundation helps scholars or institutions holding major collections
carry out research on issues of conservation, preservation and restoration
of media works.

The Foundation defines media works as works whose basis of production and
distribution is electronic or digital and may include complex computer
systems.



5. RESEARCH GRANT PROGRAM FOR INDIVIDUAL ARTISTS OR SCIENTISTS

Through this program, the Foundation provides grants to individuals who are
making an exceptional contribution to the advancement of knowledge at the
crossroads of art, science and technology, or to individuals whose project
is highly original and/or innovative. This assistance is intended to
support individuals in their research, their experimental work and the
development of their projects.

Projects presented by scientific researchers, computer scientists or
engineers must involve a partnership with an artist and must help artist
carry out a project. Strictly scientific and technological research
projects will be considered only if they demonstrate a potential for
application in contemporary artistic practices.

Eligibility for the research grant program shall be subject to the terms
and conditions established by the Foundation. The Foundation's decisions,
and those of any Committee established to select the projects that best
satisfy the requirements of the program, shall be at the absolute
discretion of the Foundation or the Committee, and shall be final and
binding.

Projects that entertain a commercial approach will not be eligible for the
research grant program.



ELIGIBILITY FOR THE DANIEL LANGLOIS FOUNDATION PROGRAMS

First and foremost, the Foundation's contribution is intended to sustain
development, research, exploration and experimentation in the area of
techniques and processes, and, in general, to support aspects of creative
research related to project development.

The following are eligible for support from the Daniel Langlois Foundation:
registered charities or other qualified donees pursuant to the Income Tax
Act (Canada), particularly those in artistic or scientific fields, and, in
the case of the research grant program, individuals. Also eligible are
non-profit organisations, artistic or scientific organisations or
institutions, institutions of higher education, and individuals, as long as
their project is presented in partnership with registered charities or
other qualified donees as defined above.

Projects presented by these organisations or institutions must rely on
established administrative structures capable of guaranteeing that the
project will be continued, completed or distributed, or present evidence of
partnership with institutions, companies or organisations having such
capacity.

The Daniel Langlois Foundation does not fund the operating or
administrative costs of organisations.


The following are not eligible for support from the Daniel Langlois
Foundation: in consideration of the above-mentioned eligibility criteria,
commercial corporations with share capital or other; partnerships, projects
for the production of films, TV programs or series, or for the publication
of multimedia titles; projects for equipment acquisitions, except in the
case of equipment needed to carry out a project supported by the
Foundation; projects to create or increase endowment funds; and projects to
market cultural products, even if these products are derived from research
and development supported by the Daniel Langlois Foundation.



HOW TO APPLY FOR SUPPORT FROM THE FOUNDATION

The Foundation will consider project proposals once a year. The annual
application deadline is January 31. Material received after this date will
not be considered. If this date falls on a weekend or a holiday, applicants
must make sure that their material reaches the Foundation no later than 5
P.M. on the next business day. No exceptions will be made.

In the context of this call for projects, eligible candidates (individuals
or organisations) who are interested in submitting a project to the
Foundation must, as a first step, send a letter no more than eight pages
long providing the following information :

- A brief description of your organisation, or, if you are an individual,
of your activities;
- A brief description of the projects;
- A brief description of the individuals and/or partners involved in the
project;
- The overall cost of the project, the amount requested from the Foundation
and an explanation of how the grant will be used;
- The duration of the project and/or the proposed dates on which the
project will begin and end.

At this stage, applicants must send an example of past works (maximum one
videotape, or one audiotape, or ten slides or photographs, or one CD-ROM,
etc.) Applications must be type-written. The Daniel Langlois Foundation
will not accept handwritten or incomplete applications. The Foundation only
considers submissions written in English or in French.

NOTE: Applicants are entirely responsible for the costs of transmitting
their documents to the Foundation. The Foundation will not cover courier,
postal or other such costs. Documents sent to the Foundation will not be
returned unless the applicant has provided a self-addressed, stamped
envelope. Documents that are not returned will be kept at the Foundation's
Research and Documentation Centre (see below, Research and Documentation
Centre of the Daniel Langlois Foundation).

During the second step, after the initial letter, the Foundation will ask
selected candidates to present a more detailed application. Others will
rapidly be informed that their project has not been retained.


PROJECT SELECTION AND EVALUATION

As part of the second step, projects are evaluated by international
committees of experts appointed by The Daniel Langlois Foundation.
Committee members are specialists in the artistic and scientific
disciplines involved in the projects under consideration. The Foundation
may occasionally call on independent evaluators to assess specific aspects
of certain projects.

Committee evaluations and the Foundation's decisions are based on the
following criteria :

- The project's potential or significance;
- The project's relevance to the goals and objectives of the Foundation and
its programs;
- The project's beneficial impact on initiators, participants, and/or the
specific milieu or group to which it is addressed or in which it takes
place;
- The project's contribution to the advancement of knowledge in areas of
interest to the Foundation.

Any decisions by the Foundation and/or the Committee are at the absolute
discretion of the Foundation and/or the Committee and are final and
binding. No correspondence or appeal shall be entertained. By taking part
in the process, the applicant accepts as final and conclusive the decisions
of the Foundation and/or the Committee and agrees to be bound by all such
decisions.

Candidates may expect an answer three to four months after submitting their
initial application to the Foundation.

THE RESEARCH AND DOCUMENTATION CENTRE OF THE DANIEL LANGLOIS FOUNDATION

Among its programs, the Foundation has created, and is developing, a
Research and Documentation Centre. This Centre aims to fulfil the
obligation of the Foundation "to render public the results of its research
supported by its programs".

Audio-visual, photographic and written documents that are not returned to
applicants after the evaluation process will be deposited in the Research
and Documentation Centre where they will be available for researchers
solely for consultation on the premises. The policy of the Foundation is to
protect the copyright of artists and other copyright owners, and it will
prevent any unauthorised copies from being made. Any other use of these
documents, of any kind, will be the object of a specific agreement with the
copyright owner.
