lot of the problems you mentioned aren't any. or they present 
themselves differently! if you have a certain work to do, you should 
calculate the amount of time you need for it and some extra. i found 
out the festival organizers often start somewhere with some foggy 
idea and are astonished how much time it is needed for making these 
ideas true..., and claim they haven't any money to pay people better! 
another problem is that lots of festival are in competition to others 
- resulting that a lot of the budget is reserved for loads of 
side-events and prestige projects. maybe this sounds a bit too 
generalizing, but i also aknowledge the problem with the high amount 
of logistic work given by 1500 tapes. i also wish more artists could 
fill in properly the submission forms, making some of the work go 
faster.

but the original question was: how are tapes selected? some say it is 
enough to see the first five minutes, some say they won't look longer 
than 15 minutes. what's the average? art students are even more 
critical than curators, so, who are the best persons to do this job?
