Every day the 'PICT Museum' shows a picture on the first page of the PARK TV website. Every day another picture made by known and onknown artists. Jon Thomson & Alison Craighead. Thomson and Craighead have been using the Internet as a place to site work since 1996 and present their latest project, 'Trigger Happy' at <www.triggerhappy.org>. Trigger Happy, has been shown as a gallery installation in Germany and England and is now available online as originally conceived. Its format will be familiar to anyone who has encountered that early arcade game, Space Invaders combining an absurd quest for information with an old-fashioned shoot-em-up computer game. In this, it accurately reflects, and comments upon, the electronic environment in which we live, work and play. "In effect", the artists say, "'Trigger Happy' becomes a folly. A self-defeating environment looking at the relationship between hypertext, authorship and the individual." We are currently working on the themes and program for the coming event. At the end of this mail there is a summery of our basic threads. As many on nettime have worked with previous n5ms we would like to open up discussion about the conference to the list. So we would be grateful for any feedback, comments, suggestions, ideas and criticisms. >From September we are producing a series of monthly programs for Amsterdam television to begin to prepare the ground for next years event. David Garcia for Next 5 Minutes 3 Preliminary overview of the Next Five Minutes 3 discussion: [Eric Kluitenberg, 12.06.1998] Elements of the discussion so far: The discussion to find a new focus for the third Next Five Minutes conference (N5M3) started with the recognition that what was new in the second conference in '96, as compared with the first, was the emergence of the net [1] as a tool for cultural, social and political action. The net as a medium has by now been well established, both in discourse as well as practice. N5M3 would have to move beyond the mere assertion of this new medium and question what the wider social, cultural and political impact is of the fact that virtually all media are now turning digital, and of the new political and economic constellations that evolve around the new (global) information and communication structures. The dissociation of the world of daily live experience, which for most people is still rooted in local conditions, and the new global info-political and economic constellations is a matter of particular concern for us. The sociologist Manuell Castells characterises these two spheres of life as distinct entities that operate increasingly in confrontation to each other. He calls them, respectively, the 'space of place and the 'space of flows'. In the initial phase of the discussion this subject matter was taken on at two levels: A structural examination of empowering strategies in the new informational environments which focuses on the notion of 'Tactical Networks', and a more intrinsic analysis which concentrates on the idea of 'Electronic Borders'. The latter refers to the fact that in the information societies, social, political and also cultural divisions are increasingly drawn along the lines of electronic media. Social inclusion or exclusion is determined here by the question who has access to the new information and communication media, who is deprived of this access, and the ways in which access is organised (bandwidth, pricing, monopolies, filtering, privacy, cryptography, censorship, liability, etc....). In the remainder these initial points of departure have remained underlying themes of the discussion. Topics from the discussion: * The Art of Campaigning The 'Art of Campaigning' focuses on the media strategies employed by groups around the world who are fostering their social and political aims via media-campaigns. There are a number of examples of such campaigns that use highly diverse strategies and types of media. The Clean Clothes Campaign, is one example which involves a global awareness raising campaign across the media, about exploitation in the garment industries. The Zappatista people's movement in Mexico, has very successfully involved the Internet in its campaigns and actions, whereas the Peoples' Global Action seems to be a campaign directed at countering the harmful social and ecological effects of global economic systems and decision making processes (such as the General Agreement on Traffic and Trade - GATT). The format of the campaign has already been successfully explored in the Bandwidth campaign at the Hybrid Workspace during documenta X in the summer of '97 in Kassel, Germany, and in the 1st International Browserday and Public Domain 2.0 program in Amsterdam. Campaigns and the specific media strategies they employ will be an important topic for N5M3. * Low Tech Movement In the bandwidth campaign the economic and political structures of access where investigated. The reduction to a technical term ('bandwidth - the transmission capacity of an electronic information system) revealed how deeply political the construction of technology is, and how dramatic its social effects. The new movements for the promotion of low-tech, i.e. cheap, established and accessible technology, will be presented, discussed, and developed at N5M3. * Tactical Education Education can happen in many different contexts. Besides the formal learning institutions, education is happening all the time in cultural and social contexts where people exchange ideas and experiences in a concentrated way. Art, culture and social action in the field of new media technologies contributes in an important way to creating awareness about the powerful effects of media, and raising media-literacy. Education can also play a critical role in situations where profound social and political change is taking place. The profusion of electronic media across many societies has accelerated the rate of social and political change throughout the world, yet an answer as to how to develop appropriate educational models that can operate under rapidly changing conditions has not been developed. N5M3 wishes to explore new models of education that can play a critical role in processes of social and political change. * PGO Debate In the new global socio-economic and political constellations the status of the national state as a political body is challenged. In many ways the NGO's (Non Governmental Organisations, such as Greenpeace and Amnesty International) seem better equipped to deal with the new conditions these systems create. This is partly due to the fact that they were already organised on an international plane, relying heavily on their communications infrastructures. However, they also seem to be more fit for the new environment because they are organised around spheres of interest rather than traditional geographic and socio-political structures. The NGO's have therefore become important actors in the arena of international and global politics, but at the same time they have also become bureaucratic structures that act as a 'state without the state'. The PGO debate (Post Governmental Organisation) concentrates on new ways of organising social, cultural and political action, often on an international level, beyond the politics of the nation state as well as beyond the NGO. The tactical use of networking technologies has proven to be a powerful tool to develop effective strategies for these new types of post governmental organisation. Many examples of the new PGO type of organisations and networks will be presented at N5M3. The PGO theme also reflects the new orders of international politics. The horizon is no longer occupied by the Cold War oppositions and its aftermath. Instead, it is clouded by the contradictions of globalisation. New parts of the world are imposing themselves on our public consciousness (most notably the Asian Tigers now ridden with crises), whilst other parts of the world seem to disappear in a black hole (Africa). The PGO is neither East, nor West, nor Post East/West/Modern, it is rather a first attempt at an answer to the globalisation syndromes. Structure of the Event: * Working Conference with Public Interfaces N5M3 will be a working conference, which will consist of a focused public program surrounded by many smaller scale working sessions, seminars and workshops. The focus of the event will be on exchange of ideas, experience, working methods, and the construction of long-term partnerships and network structures. The conference will have a three-day structure: - Workshops will be concentrated in the first day of the conference and will lead up to the main presentations in the public forum during the second day. - The audience events will be concentrated in the second day and will be located in Paradiso's main space. - The Paradiso main space will serve in the other days as a Grand Salon, a meeting place for personal discussions, private viewings, short and small-scale group meetings and improvised encounters. The space will be fitted with media-boots that will provide access to the Internet as well as to basic media-viewing installations (video, cd-rom, etc.). - The third day will be devoted to working sessions were exchanges, future strategies and co-operations will be developed. A general report session in Paradiso on the results of the individual working sessions will conclude the conference. - Besides the physical meetings N5M3 will also have an important non-located dimension, which will consist of many different types of public media-interfaces. These public interfaces will utilise the Internet as well as the local, national, and international media structures that will be available to the event. The user will have access to services such as "Virtual Idoru," "Future Radio," and "Gene Bank." The word "Tyrell" comes from "Tyrell Corporation," the replicant-producing company in the movie "Blade Runner" directed by Ridley Scott. "Tyrell.Hungary" functions as an agency which can expand our desires at the same time that it promotes currently acceleratedly developing technology. By establishing a virtual corporation on the net, it allows users to tap into issues between providers of information and themselves in the information-environment of the Internet and focus on boundaries between local/global and real/fictional. For example, the issue of ethics concerning the treatment of life (which we now face through the development of bio-technology) obscures the border between self and others, and between humans and that transcendental being above the level of humans. It also questions how humans can be defined in this contemporary era. Tyrell.Hungary is, in a virtual sense, a slice of reality. EastEdge: This is a group set up by Daniel Molnar in 1993 for a contemporary cultural network. The group created the first electronic publication in the Hungarian language about the cyberpunk subculture in 1994. The group has been hyped worldwide for its launch of the first Hungarian Internet radio "ParaRadio" in 1997. No one knows the real roots of the hype surrounding the group, but they are having numerous amourful relationships with other likeminded people all around the world - no doubt about it. The group also held digital music workshops for gypsy folk musicians at Rroma DubB, sponsored by C3 (Media Art Center of Soros Foundation in Budapest) in 1997. One of the funders of EastEdge since its early years back in the computer underground. 2) "Constellation Project" by Akane Asaoka In the Constellation Project, vehicles' lights and other city lights are seen as stars, connected to make virtual constellations which are based on photographs. Constellations are, to begin with, a group of stars which are created through man's imagination. They are actually located by some light-years apart in real space. Constellations are creations of human imagination as humans try to find meaning in a void and create a world they can comprehend. Each viewer making access to the Constellation Project would start to make his/her own virtual constellation with the city lights. The viewer might also imagine how numerous virtual connections are made on the net, which can be regarded as a kind of constellations. Asaoka shows the Constellation Project as a telescope which allows one to look around the original world through daily objects. The Constellation Project consists of the "Ginza Planetarium" and the "Table of Summer Constellations." In "Ginza Planetarium," the viewer looks at the constellation called Ginza through the virtual planetarium. (This geographic place called "Ginza," located in the center of Tokyo, can be translated as "Silver Constellation" by reading its Chinese characters/ ideographs.) The content of the "Table of Summer Constellations" will change with the season. Viewers worldwide will send in photographs taken at different times at different locations, and in this way new constellations will be continually added. Akane Asaoka: Born in Tokyo in 1966.
