<nettime> new marshall plan vs new manhattan project


I've heard people using both of these phrases sarcastically for a few  
months now. I know I'm not the first to call attention to their  
proliferation. However, after reading one of them -- and I can't  
remember which -- earlier today, I decided to do some not at all  
thorough research. Here is a synopsis of searches of house.gov and  
senate.gov:

House:
New Manhattan Project: 7 results.

New Marshall Plan: 2 results.

Senate:
New Manhattan Project: 714 results. Most seem to refer to "New  
Manhattan Project For Clean Energy Independence." Last time I checked  
we were already independent from clean energy.

New Marshall Plan: 17 results. A fine example from Senator Joe  
Lieberman: "Launch a new Marshall Plan for the Muslim world that would  
seek to end its economic isolation." These days economic isolation may  
seem to some like more of a blessing than a curse, but I support  
anything that will improve the economy of the great state of Michigan.
