Dr. Nechvatal earned his Ph.D. in the philosophy of art and new technology with The Centre for Advanced Inquiry in the Interactive Arts (CAiiA) . He served as Parisian editor for rhizome between 1996-2001 and now writes regularly for The THING , NY ARTS and Zing. He presently teaches Theories of Virtual Reality at the School of Visual Arts in New York City. His computer-robotic assisted paintings and computer animations are shown regularly in galleries and museums throughout the world. From 1991-3 he worked as artist-in-resident at the Louis Pasteur Atelier and the Saline Royale / Ledoux Foundation's computer lab in Arbois, France on 'The Computer Virus Project': an experiment with computer viruses as a creative stratagem. Dr. Nechvatal has exhibited his work widely in Europe and the United States, both in private and public venues. He is collected by the Los Angeles County Museum, the Moderna Musset in Stockholm, Sweden and the Israel Museum in Jerusalem. Dr. Nechvatal's work was included in Documenta 8>. Starting in 2002, the Netherlands Media Art Institute, Montevideo/Time Based Arts is inviting artists from The Netherlands and other countries to apply for a three till six months research period to carrying out investigations in three areas: · Streaming media · Wireless applications · 3D applications In 2002 and 2003 we are focussing on streaming media. One of the current disadvantages of live and on-demand streaming media on the Internet (video / audio) is the confined space in which streaming media applications run. Often this is not more than a linear interpolation of current video and television formats in existence. This is emphasised by the media player, which often is no more than a representation of a television only with low quality imagery and sound. This confinement is a restriction for creating and investigating new formats for streaming media. Artistic concept, innovation and cooperation are to be central in the research projects. Preference will be given to research which makes use of "open source" and that develops "tools" which will be available for further use. Investigations that have an interdisciplinary character will also receive preference. The artists will be working together with Dutch universities and academies in the research. An Artist in Residence will have at his/her disposal · Technical facilities, including assistance · Working budget · Housing Technical specialists advise the participating artists during research, experiments and production. The outcome of the research will be presented in an appropriate manner, through exhibitions, discussions, seminars, publications and workshops. Today's Salon.com exclusive by investigative reporter Greg Palast: Florida moves to bar 91,000 legal voters - mostly Democrats - from Tuesday poll From the Salon.com article: In December 2000, we reported that Florida's use of a faulty and politically questionable list of felons and dead people "scrubbed" from voter rolls -- half of them African-Americans -- may have cost Al Gore the 537-vote margin of victory claimed by George W. Bush in Florida. Fast-forward two years. There's another close race in Florida. This time, younger brother Jeb is fighting to fend off a challenge from Bill McBride for the governor's race. The Nov. 5 face-off could again come down to thousands, if not hundreds, of votes. And even though the list has been widely condemned -- the company that created it admits probable errors -- the same voter scrub list, with more than 94,000 names on it, is still in operation in Florida. Moreover, DBT Online, which generated the disastrously flawed list, reports that if it followed strict criteria to eliminate those errors, roughly 3,000 names would remain -- and a whopping 91,000 people would have their voting rights restored. Eventually the list will be fixed, state officials have promised, in accordance with a settlement with the NAACP in its civil rights suit against Florida following the 2000 election.
