But while the West is grappling with the nuances of Internet law or the finer logistics of online shopping, the East is battling against communist-style censorship and surveillance, and the bumbling bureaucracies of state-run telecoms. In addition to the following features, an overview compiled by TOL's editorial staff, "The Cyber Challenge," (http://www.tol.cz/jul00/thecyber.html) provides vital Internet stats and a brief overview for most of the region's countries. And check each Monday throughout the month as TOL posts more Internet-related stories. IN FOCUS: Government vs. Geeks by Andrej Krickovic http://www.tol.cz/jul00/governme.html The bluejean-clad youngsters at Iskon got what every Internet start-up dreams about: An investor with deep pockets. When a U.S. company pumped $5 million into the Zagreb-based service provider, it turned the company into a major player overnight. And at the same time presented a serious challenge to the state-owned telecom monopoly. IN FOCUS: Neither Here, Nor There by Polia Tchakarova http://www.tol.cz/jul00/neitherh.html Bulgaria has come a long way in a short time -- especially in the cyber-world. Still, the government is trying to maintain a delicate balance: Letting the Internet realize burgeoning consumer demand while keeping its monopoly on communication lines. How far Bulgaria's Internet growth and e-commerce dreams can develop will depend on how the government decides the question of fair competition. Accompanying this piece is a sidebar by Boyan Gyuzelev looking at how, with the saturation of the U.S and Western European Internet markets, Bulgaria could be one of the next countries in the region to attract the big bucks. (http://www.tol.cz/jul00/growingu.html) IN FOCUS: Changing the Rules by Jen Tracy http://www.tol.cz/jul00/changing.html As the world continues to forge a new electronic frontier, governments East and West are attempting to control the Internet by bypassing established laws and constitutional provisions. While the West champions sly technological sophistication, the East leads the way in good, old-fashioned repression. IN FOCUS: Despots vs. the Internet by Yerlan Askarbekov http://www.tol.cz/jul00/despotsv.html The Internet has just about as many enemies as it does friends, and Central Asian governments are showing themselves to be some of its most odious adversaries around. When not banned, the Internet in Central Asia is heavily monitored and used by the powers that be for spreading propaganda and crushing opposition. Service providers readily cooperate with authorities to control the Internet, and there are few willing to head the crusade against censorship. But, in the wake of the success of the recent protests (J18, Seattle, etc.) which were based on the efficiency of the internet as an alternative information medium, the establishments - in London, Belgrade, Brussels, Washington - are beginning to reassert their authority in media matters. The demonisation of political or ideological dissidents as "media terrorists" may be the first stage in the restriction of free information exchange in the internet. Is this where the new anti-terrorist laws in Jugoslavia and Britain - and the recent restrictive actions of corporate ISPs in the U.S.A. - are leading? Participants in the discussion will include: Gordan Paunovic, Veran Matic, Jasmina Tesanovic, Ivan Ivanji, Gerfried Stocker and members of the Radiocafe audience. An online Chat will permit participation from the network. ------------------ The CD " OTHER VOICES - echoes from a war zone" is a remix by Gordan Paunovic of his 100-minute Live Kunstradio programme, originally broadcast on April 29, 1999 from studio RP4 in the ORF RadioKulturhaus, Vienna. Britta Frahm .........................................."cellTV". Britta Frahm, geb. 27.12.1972 in Freiburg i. 1.1. 1.2. ................................................Wo und Wann ? >>>> cellTV Präsentation: Hochschule für Grafik und Buchkunst Leipzig Academy of Visual Arts Leipzig Fachbereich Medienkunst Fachklasse für Medienkunst 11.07.2000 .... 13.00 Uhr Studiohaus der Galerie für Zeitgenössische Kunst Leipzig zwischen Wächterstrasse und Karl-Tauchnitz-Strasse 11 Während den folgenden Daten besteht die Möglichkeit sich eingehender vor Ort zu dem Projekt zu informieren und direkt daran teilzunehmen: SO. 09.07.2000, 12.00 Uhr - 20.00 Uhr MO. 10.07.2000, 12.00 Uhr - 20.00 Uhr DI. 11.07.2000, 15.00 Uhr - 20.00 Uhr ________________________ __ _ _ 2. Stephan (Spiv) Schröder ................ "verybusy.org". 2.2. ................................................Wo und Wann ? >>>> Verybusy.org Präsentation: Hochschule für Grafik und Buchkunst Academy of Visual Arts Fachbereich Medienkunst Fachklasse für Medienkunst Wächterstraße 11 04107 LEIPZIG GERMANY 11.07.2000 ......... 11.00 Uhr ........ ENGLISH VERSION ::::::::::::::::::::: ..........::::: Introduction: In February 2000, the first group of students graduated from the Department of Media Art, the youngest department at the Academy of Visual Arts Leipzig. We would like to invite you to the examination presentations of this year's graduates. The Media Class run by Prof. Helmut Mark will present two graduation works on 7 July 2000 at 11.00 a.m. (Stephan Schröder) and at 1.00 p.m. (Britta Frahm). Both address social aspects of the medium of the internet, yet each in a different way. 1. Britta Frahm .........................................."cellTV". Britta Frahm, born 27 Dec.1972 in Freiburg, came to Leipzig in 1994 to commence her studies in the New Media Department at the Academy of Visual Arts. During the past few years she has participated in numerous exhibitions and has been involved in various group projects. Brainstar is one such group and includes artists specialized in different fields and media, working together on projects that combine installations and telecommunication technology. In this connection, the internet with its abundance of livescreenings and chats is an important aspect of the project. Britta Frahm began working with the internet in 1996 and has reflected on mainstream aspects of her work as well as the group's environmental and graphic design. 1.1. .............................................Projectinformation As an alternative to commercial television "cellTV" applies the idea of exploiting the World Wide Web to collect and broadcast information. Everybody is invited to participate in the project, wherever they happen to be, regardless of age and social background. The system is based on very simple conditions and involves the use of easily accessible resources. People videotape their everyday lives and submit their short films to the archives on the website http://www.celltv.org The resulting collection of material attempts to define social and cultural differences and similarities. The presentation of the project will include an installation to establish an additional mode of distributing information on the project and its themes. Thereby cellTV emulates production methods and gives information on how to take part in the project. In contrast to conventional one-way broadcasting, cellTV enables the participant to have direct influence on it, focussing on dynamic visual exchange. 1.2. ................................................Where/What time? Presentation of cellTV: Academy of Visual Arts Department of Media Art 11July 2000, 1p.m. Studio house, Gallery of Contemporary Arts Leipzig (between Wächterstrasse and Karl-Tauchnitz-Strasse 11) On the following dates the installation is open to the public, providing information to those interested and wanting to participate: Sunday, July 9th 2000, 1 p.m. to 8 p.m. Monday, July 10th 2000, 1 p.m. to 8 p.m. Tuesday, July 11th 2000, 3 p.m. to 8 p.m. On the website www.celltv.org you can see results, find more background information and of course send your shorts in anytime you want to. 2. Stephan (Spiv) Schröder ................ "verybusy.org". Stephan Schröder, born 21 April 1975 in Magdeburg, has been working in the field of computer graphics under the name of "Spiv" since 1990. Until 1996 Stephan Schröder contributed to the realisation of group works on home computers (C64, Amiga, PC) in Germany and abroad. In the computer scene he was active as a graphic designer. After having been admitted to the Media Art Department at Hochschule für Grafik und Buchkunst Leipzig in 1995, he discovered the net as a means of freeing himself from the surrounding group of programmers and computer musicians and to continue working autonomously. Since 1996, Stephan Schröder has been teaching himself several different internet programming languages such as HTML, Javascript, Perl, Java and so on, but has also continued working in the field of graphic design. Stephan Schröder does not work in an interdisciplinary manner, but rather exclusively with the medium of the internet. However, this is based on the premise that his projects do not seek to express his artistic position but rather the sociological phenomenon of the internet as such. In 1997, he created "</BODY> - visual identity on the net", a project comprising a family photo album located somewhere between "Frankenstein" (NBC Giga) and avatar net-identity. After two more years of development on it, Stephan Schröder is presenting his latest work: "www.verybusy.org - center 4 hardwired arts" (Netart Searchengine) 2.1. .............................................Projectinformation The main intent of verybusy.org is that there is necessarily no central point or search database within the context of net-art at all. Furthermore, verybusy.org cannot be subdivided into the normal categories of editor and machine (robot) searchengines. The searchengine verybusy.org functions autonomously and democratically, the producer and the consumer blend and become a "prosumer". In this context, the Kantian notion of attaining objectivity through inter-subjectivity appears particularly topical. Verybusy.org was conceived as a catalyst and open library a number of years ago within the still badly explored context of net-art. In contrast to earlier attempts at establishing "open" modes of communication such as BBS (bulletin board systems) some 10 years ago, verybusy.org can profit from a much more highly evolved infrastructure in the internet. Thus, verybusy.org refers back to the late 1980's, however at the same time its server should fulfil the needs and requirements of the 21'st century as well as the tasks of a modern, global searchengine. The vital link is that verybusy.org is intended as a provider of contexts not content. 2.2. ................................................Where/What time? >>>> verybusy.org presentation dates Academy of Visual Arts Leipzig Department of Mediaarts Class for Mediaarts Room 2.30 Wächterstr.11 04107 Leipzig / Germany FINAL EXAMS PRESENTATION: Thusday 11.7.2000 - 11.00 Uhr (11.00 AM CET) ONLINE BROADCAST AND MODERATED CHAT: Thusday 11.7.2000 - 11.00 Uhr (11.00 AM CET) at: www.verybusy.org REVIEW AND DISCUSSION DATES: Individual presentations of verybusy.org with the possibility of discussing the project with Stephan (Spiv) Schröder.
