HAITI'S PIGGY BANK
For generations the Haiti's creole pig had been the peasants' most important
economic asset. Fearful of the spread of Swine Fever to its own pork
industry, the US forced the eradication of the entire stock in 1980, further
devastating the peasants. The film documents another American fist in the
face of the Haitian people. But it also shows the work of Haiti's largest
peasant movement, with support from an American group, Grassroots
International, to reintroduce the creole pig. Narrated by Edwidge
Danticat.

THE PRISON LITERACY PROJECT
Illiteracy is a plague in America. Estimates run as high as 27 million
people. Rates continue to grow and could reach as high as 25-30% of the
population. The highest rates are among the poor in the inner cities, where
education resources continue to deteriorate and the road to prison is paved
by the police, courts and politicians. At Pennsylvania's Graterford Prison,
the Prison Literacy Project is a model of community involvement and respect
for prisoners potential. Prisoner students and mentors from inside and
outside the prison have created an environment of hope, as seen in this
story told by the men and women involved in the project.

1896. In 1999, faced with growing demands for the prisoners release, Clinton

Valerin recount their experiences growing up with American racism, their
decisions to become fighters for Puerto Rican independence, and how they
withstood and stayed mentally strong during nearly 20 years of

The project "LowTech" collects different initiatives, which question in
depth the actual developement of technology and economy. The present
economic conditions call for the permanent production of apparatus,
which are not primarely orientated on the interests of the users, but on
the demands of growing consumption and profit. Because high tech is
getting more and more complicate, the people get the impression of
powerlessness. Otherwise the machines' applications become constantly
more and more opaque. That high tech keeps getting useless, is used as
an argument of those, who are intensively engaged with low tech. They
have lost their belief in progress by technology, without being hostile
to technology on principle. They use simple technic apparatus and
machines. Their characteristic is, that you can acquire them cheap or
free, and that you can use them without great knowledge. The low tech
fans often fall back on "primitive" machines, which are taken of the
market, to make way for new, mostly more expensive machines. If these
machines are really more useful or not, is secondary to the industry.
That this recourse on discarded or "old-fashioned" machines can imply
nostalgic aspects, is not contested. For that reason you have to
differentiate within the low tech initiatives and artists. The project
"LowTech" of the Shedhalle will primarely present those, who work with
an subversive interest and have a dissident conception. It includes the
media film, video, computer, photography and music. "LowTech" is the
cool reply to the myths of technology and to the desires, which the
industry will evoke.

The Academy of Visual Arts Leipzig
Department of Media Art
presents
"Joint venture" - about art and economy
2.2.2000 the New Media department of the Academy of Visual Arts Leipzig is
taking on "joint venture" - a project combining a class showcase and works
of final exam students at the BIC (Business & Innovation Centre) Leipzig.
For the time being the students are taking over a office building in an
industrial neighborhood - transforming offices into production places for
works in progress, turning them into labs for experimental
investigations.
"Joint venture" will be a platform for discussion about the different faces
of art practices - here
presented by the student works - but with the focus being shifted towards
the subject of media and not the autonomous singular art piece. Networking
and context integration as main aspect of art. Media specific works
implementing more and more the conditions under which they are being
developed.
Drawing conntections to urban culture, to pop culture and almost playfully
embedding newest technologies the young artists deal with subjects of
political, economical and scientific matters. The choice of the location -
the BIC - is a thrust to leave known environments and to experiment with
new cooperation in the meaning of a "joint venture".
The show is part of the annual "Rundgang" show (February 4th/5th) at the
academy of visual arts and
it ends February 10th 2000.

A laboratory on sound & gameplay across networks

"When you work with digital sound, when you start to sample and you have
sound pieces that can recombine in several circumstances, you very fast get
this idea of a pluralistic space of possibilities. As soon as we entered
digital technology, we lost the position that we are in control of the
result."

Sound culture has begun a process of reflecting the permanent flux of the
new century. Because of the lower technological thresholds required to
manipulate and transmit sound, it has the ability to morph and mutate at
the pace of technological and cultural evolution, in a way that the
televisual image, can not as yet. On the internet, sound is being used as a
way of collapsing geographical boundaries, of extending musical
conversations across timezones and cultures, and catalysing new and complex
systems of collaboration.
An international research and performance project, set to take place in
Adelaide Australia, will examine how sound, technology and gameplay can
conspire to promote collaboration and inventiveness across networks.
Why Adelaide? Over the past three years a small but uncompromising group of
sound artists and musicians have overcome the city's [sub]cultural inertia
to produce a series of inventive and enduring live performances, using a
variety of analogue and digital technologies, including the internet.
Unfortunately though, the micro-scale of these events, exemplified by the
mesm.eon <http://rorschach.test.at/mesmeon> performances staged by Matthew
Thomas and dj zyzx, the fledgling a p h a. S ia series, and isolated live
episodes such as those organised by Zonar Recordings, has rendered this
tide of activity largely invisible.
These innovations have not, however escaped the attention of Austrian media
group, Time's Up <http://www.timesup.org>, internationally renowned for
their pioneering presentations of art and technology. In association with
Australasian sound collaboration, r a d i o q u a l i a
<http://www.radioqualia.va.com.au>, and Adelaide Festival project
BIOMACHINES, Time's Up are siting the latest manifestation of their Closing
the Loop research series in the city. A precursor to the multivariant
cultural activities taking place at the Telstra Adelaide Festival, Closing
the Loop 2000 will research sound experimentation on networks,
investigating the effectiveness of techniques for internet based
collaboration. The Loop involved is that between two or more active
participants, their vectors of transmission aimed at one another, the loop
involved leading to a collaborative process.
Many techniques have been found to be appropriate in previous
investigations. At pivotal junctures such as the Net.Radio Days conference
in Berlin in June 1998, and OpenX at Ars Electronica in Linz, Austria
September 1998, assumptions about technology and the hierarchies of
interaction were able to be examined. In these instances radio and audio
projects on the internet provided an excellent illustration of the
collaborative and networking potential of online working communities. As
Dutch critic Josephine Bosma observed, "What is most interesting about
these experiments is how they connect groups of people over large distances
and how they allow for collaboration between different 'scenes' during
performances or happenings that are open to an outside audience."
CTL2000 has amongst its goals the appraisal of such techniques and the
collection of these experiences into a coherent form; in some sense a "Net
Collaboration HOWTO." Using the twin mediums of sound experimentation and
game play, CTL2000 aims to provide a testing ground, research space and
performative arena to assess how we can work with the inherent frailties of
the format (error messages, buffering, lag, dial prefixes, crashing, busy
signals). Are there games that we can play that are not disturbed and
distorted by buffering and time delays?
The realities of geographical distance, technological resourcing, tool
development and creative approaches to transcending technological problems
will be workshopped in the laboratory phase of Closing the Loop 2000.
Issues at stake here address the problems that are common to the network
collaborations outside large corporate or governmental structures. How can
significant collaboration be achieved without massive investment in up to
the minute hardware, software and connectivity? What tools are readily
available for experiments? How can technological hurdles be smoothed
without reducing the collaborator to a mere "user?" Investigating answers
to these questions will require CTL2000 to examine the timing of
information flow and effect, to analyse the pace of time in virtual space
vs the pace of time in actual space, the mathematics of digital sound, and
the physics of the space it virtually crosses.
The manifestations of this research will be presented at a series of
performances, beginning in mid-February, and concluding during the Adelaide
Festival in March.

through Arts SA, the Western Australian Government through ArtsWA, with
additional support from the Australian Network for Art and Technology, and
PATU. The organisers would like to thank the Media Resource Centre,

Studio XX presents, in collaboration with the Cinémathèque québécoise,
its 3rd edition of the Maid in Cyberspace Web Festival which will take
place at the Cinémathèque québécoise, 335 Boul. de Maisonneuve E.,
Montréal from February 1 to 6, 2000.
The Maid in Cyberspace Web Festival explores Web art creations and
installation works that combine digital media and traditional art
practices.
A selection of Canadian and international Web art works by 10 women will
be presented on computers in the lobby of the Cinémathèque québécoise.
The artists are : Laiwan (Vancouver); Liz MacDougall (Halifax);
Christine Stewart (Vancouver); Isabelle Hayeur (Montréal); Eva Quintas
and Mitsiko Miller (Montréal); Melinda Rackham (Australia); Helen
Thorington (New York); Angie Eng (New York); Zoe Beloff (New York);
Olia Lialina (Eastern Europe).
The multimedia installation presented in the lobby of the Cinémathèque
québécoise will compliment the selection of Web art pieces. Exhibiting:
Diana Burgoyne (Vancouver), Gisele Amantea (Montréal), Marie-Christiane
Mathieu (Montréal) and Mary Shannon Will (Calgary).
Daily round table discussion will feature: the installation artists; the
Web artists from Canada and abroad; and renowned Canadian
cyber-theorists: Laura U. Marks (Ottawa); Francine Dagenais (Montréal);
and Cathy Busby (Ottawa). Discussions will focus on the technological
and philosophical uses of the Web combined with digital media as
exploited by women today.
“Cyber Maids” will be on site to guide you through the real and virtual
landscape of our festival and exhibitions at the Cinémathèque
québécoise.

1 - Only two weeks to go...
NairoBits is finally about to start after one year of
preparation. The official beginning in Nairobi is January
31st 2000! After a whole year of preparations, from
establishing contacts with African and Dutch partners,
setting up a foundation, opening bank accounts and
developing creative programs, the real excitement is about
to begin. All computers are boxed and ready for departure.
Emer Beamer, Hester Ezra and Fiona Whelan, would like to
be boxed and ready for departure but they are still
running around Amsterdam arranging things at the last
minute. They arrive in Nairobi January 21st.

enthusiastic as we are and will be watching online as the
project takes wings.

2 - A whole new web site
The NairoBits web site has been updated!! Check out our
brand new site at http://www.nairobits.org ! Lots of new
things have been added. You can for instance leave your
comments in our guest book, or join a discussion with lots
of people from around the world - but that also depends on
you! Furthermore, you can read everything about the project
and the participants from Kenya, Ireland and the
Netherlands. You can also see the results of our day at the
Child Rights Festival in Utrecht, the Netherlands, where
kids drew pictures and thoughts for the youth in Nairobi.
As you are reading this newsletter, you are probably online,
or at least at a place where you can surf - so take your
chance!

3 - What's happening next!
In every newsletter, we will pay attention to upcoming
events, which can be visited physically or followed online
via the web site.
* 31 January : official opening of NairoBits
This will take place in Nairobi. The NairoBits crew, as
well as the 20 members from youth organization MYSA who
will participate in the workshops and representatives of
several organizations involved in NairoBits will be present
at this festive occasion.
* 4 February - 31 March : workshops
In February and March, 20 members from MYSA will take part
in workshops in Nairobi. From the 4th of February, we will
be updating the web site daily with new creations resulting
from these workshops. We want your feedback, let us know
what you think!
* From 7 February : virtual exchange
>From the 7th of February, a virtual exchange will take place
between youth from Nairobi, Dublin and Amsterdam. The three
groups will build a virtual village on a deserted island
together.
* 31 March : opening exhibition
An exhibition about NairoBits will be held in the National
Museum in Nairobi. The opening of this exhibition, on the
31th of March, will be broadcast live on internet by
"De Digitale Stad".
In the next issues of NairoBitsNews, you will find more
detailed information about place, date and time of these
activities.

For the eighth time, the Broadcasting company Südwestrundfunk and the
Center for Art and Media in Karlsruhe organize an award for the media arts
(video, CD-Rom, Internet). From now on, the \\international media\art award
will be dedicated to a yearly changing theme - in 2000 this theme will be
'urbanism'.
The award will consist of 30 000 EURO for an interactive work, a video art
tape, and a special award, bestowed by an international jury.
